problem downloading file with IE 6

My IE6 has recently developed a problem. I can't download any files - this even includes attachments to emails.

Here are the symptoms:

- if I start a download, it will either show the downloading screen but not show any progress ever, or it will say
"Internet Explorer cannot download (web address).

Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Please try again later."

This problem started within the last week or so as I know I downloaded some files earlier this week.

Here are some things I've tried:
- putting in all the latest updates - didn't work
- restoring to a restore point about a month old when downloads were working - didn't work
- switching users - this worked. If I log on as user1, I can't download anything. If I log in as user2, I can download fine.

Both user1 and user2 should be using the same version of IE. The only difference I can find in any of the IE settings is in the General -> Temporary Internet Files -> Settings, the Current location for Temporary Internet Files is shown as blank and the Amount of disk space to use is shown as 0 for user1 while user2 has a valid location and amount.

If I try to change this field, I get an error message
"Please select a value between 1 and 0 for how much disk space temporary Internet Files may use", if I try to specify a location for the temporary Internet files, I get this error:
"There won't be enough space in the new location for the currently downloaded content.
Please either delete these files first and try again, reduce the size of the folder, or pick another location." no matter how much disk space is used up.

This made me conclude something is screwed up with IE. I went to Control Panel -> add/remove Programs and tried to change/remove IE. I've heard one of the options if you do this is to "repair IE". But I get the message:
"Invalid INF file"!!!

I'm running Windows XP and IE q822925.

Any ideas welcome of how to get around this.
