Problem browsing to new server- can't access unless through a UNC

I've just installed a new server to an exisitng domain -its not a domain
controller, just a storage server. Although I can see it and browse to it, I
cannot make a new folder or copy a file to it -I get access denied messages
even though I'm the administrator. Its nothing to do with rights, as if I
access the server through a UNC path, I can add new files normally. So, if I
make a mapping to \\server\users\me, I can copy files into the "me" folder.
If I browse to the server through network places, then to the me folder, then
try and copy a file, I get "access denied." Why?
I am using windows 2000 on the existing servers and windows 2003 storage
serveron the new device. All addresses are fixed. IS there some service I
need to load on the new server to make it browsable?
 
No it wasn't - reading the note "if static Ip address is used, enable Netbios
over TCP/IP", it seems like it should be, so I've enabled it (and waited),
but it makes no difference. In fact, I looked at my other member server and
netbios wasn't enabled on that, but browsing to that is OK.
