problem accessing web domain

i have a problem I was wondering I could get some help on,

my local domain (windows 2003 Server) is is called "server.ca" and also our
web domain is called "server.ca" being hosted in an ISP,

on the server I cannot access www.server.ca because I think its looking for
the web server locally (there's no IIS installed)

how can I point the server to look for www.server.ca to the ISP address not
the local one

In the DNS console go to the server.ca zone and create a host record called
www with the IP address of the hosted site.

Should work just as well for an external smtp server - put the host name for
the smtp server in your local server.ca zone and point it to the public IP
address of the smtp server.
