how can i give privileges to users in a domain, to run
like administrator a program, for example with standart
users (restricted), i can't update antivurus, run
microsoft photo editor, etc. and i need them to run those
programs like standart users
 
Can you give this user local administrator privileges? So he won't be domain
admin, only administrator on that PC?
 
On each computer in your network, go to Administrative Tools > Computer
Manager > Local Users and Groups > Groups > Power Users and click Add. In
the Select Users or Groups window, select your domain in the Look in
pulldown. Then select Authenticated User and click Add, then OK.

This will give all Domain Authenticated Users Power User access rights which
should be good enough to do everything in your list.
