Private Results Accessible to Board Member

I want to store form results in the _private_results folder and make a file
within that folder accessible to only one person, excluding even myself, as
it will contain sensitive information about the respondent. How can I give
that persion ermission to view only their own results folder? They do not
have FP.
 
Use a database to store the results. Anyone that can publish to or edit
the website can open the _private folder and view the contents. A database
can be secured from all eyes once set up and running.

Can I make the database accessible to someone who doesn't have FP? or do I
still have to open it and send it to them? They do not want anyone to see the
results except the member handling the transaction.
 
The database can be password protected, and accessed using FTP to download
it. Place the database in a folder with necessary permissions for writing
to the database, and give the client an FTP account restricted to this
folder. The password for the database (needed to write to the database)
will however need to be in a page on the website.

The alternative is to email results to the client, though it sounds like
the email will need to be encrypted with PGP or similar.
