my neighbor has just bought a new Dell home desktop
system complete with wireless networking ability and had
comcast cable guy come install wireless network at his
home next door........
can he access my computer if i don't have a wireless
network setup and use cable modem only to access
internet???

To make sure that no one can access you computer, enable XP's built-in
Internet Connection Firewall on the network connection that the cable
modem uses. Details here:

Firewall protection is mandatory with a cable modem, because hackers
are continuously probing the Internet for un-protected computers that
they can break into and take control of.

As long as YOU don't have wireless networking, then your
neighbor cannot access your network.

If you did buy wireless equipment at some point, then a
very savvy neighbor, one who is good with networking and
radio communications, might be able to access your network.
 
The answer is MAYBE. It depends on how your system is setup. If you are
directly connected to the cable modem and dont have a firewall, then he may
be able to (if he's savy). Your best bet is to get a firewall, either
hardware (best option) or software (ZoneAlarm is free).
