Is there a method of prioritizing the startup programs. I
would like to have the firewall load before any other
program or process for security purposes.

If your firewall is a service, see tip 69 in the 'Tips & Tricks' at
http://www.jsiinc.com

If it is a shortcut in the Startup folder, rename the shortcut to the lowest
alphabetical name.
