Printing

currently laptop is hooked up to a wireless network.
trying to print from my laptop I need to turn on my printer before I try to
print from my laptop .
should also say turn on my printer before I turn on my laptop and try to
print yet I could print from my desktop and the printer will turn on if it's
off.
Any comments appreciated.
 
More details will be required:

1) Printer make / module
2) Connection type (USB or other)

You state that the printer needs to be turned on before the laptop can
see it? This will tend to indicate that the printer is USB
connected to your desktop. As with most USB devices, it needs to be
turned on before Windows "Plug and Play" can see it. After Windows
sees the printers, then the network "sharing" can assign the printer
across your network. This is by design.

If my router wasn't on the network I wouldn't be able to access the
internet, right? or send and receive mail, right?. Those work fine. Any
other comments appreciated.

A USB port hub is usually not used to connect to the Internet. USB
Hubs are used to allow you to add USB devices to one standard USB port
off the PC/laptop (usually known as the Root Hub.) This will then
let you share the printer as if it was directly connected off the PC.
You need correctly share the printer off the desktop, set both PCs
onto the same workgroup and let the software firewalls / anti-virus
system to permit the "sharing" of the printer to the network.

Your printer is not a network aware printer.
