As Suzanne and Graham say, it is the limitation of the printer that
restricts the 'border'. However, some - in fact many - newer Photo-printers
are able to make borderless prints and you should be able to force this
feature of the printer driver to achieve the correct results.
Books are generally printed with offset printers and in order to 'bleed' to
the edge of the page, the printing is usually done of the 'next largest'
size of page and then trimmed before binding. It is a very expensive
process.
