When there are several people that are authorized to use a
printer within a network, how do you set up priority of
whos job is accomplished first?

Priority is set on a printer wide basis. Job are printed in order received.

The way to get around this is setup P1, P2, P3 printers that have different
Priority (Printer Properties / Advanced). Give User 1 access to P1 printer,
User 2 to P2 printer, User 3 to P3 printer. When the jobs are scheduled to
print, the printer with highest priority wins out over printers with lower
priority.
