How do I get the pic. icon to come up on web pictures?-The little pic. icon
in the upper right corner of the picture so I can print or save the pictures
off the web..

Not sure what you're referring to. Perhaps, Internet Options> Advanced>
Multimedia> Enable Image Toolbar?
