In Outlook 2003, is it able to have the FROM, TO, and SUBJECT lines appear in
a printout before a message is sent?

I have a user who is informing me that she was able to do this up until a
couple of weeks ago. However, I have been unable to duplicate this. Printing
from a recieved or already sent message works fine.

Thank you.

I don't know the specific answer to your question, but you should discourage
your users from printing messages before they are sent, because the printed
e-mail won't have a time or date stamp on it and you will have no way of
knowing from the printed copy if and when it was sent.
