Printing margins

I'm setting up a report to print labels. It's fine except when I go to 'Page Setup' and try and set the bottom margin to 0 (zero), it wont let me. The lowest it will let me set it is 12.7 millimetres (I'm in Australia, where we go by metrics.) Why is this? The label sheets I'm printing out on have no leading or trailing edge before the labels starts, if you know what I mean. Hence, I want to print right to the bottom to be able to use the last labels on the sheet

Different printers have different no print areas (margins). Evidently,
your printers minimum bottom margin is 12.7 mm.
