Can I setup a computer that it is not part of my Active
Directory Domain to print to my printer without adding it
to the Domain.

Yes you can . The best thing to do is to setup a local user account on your
computer and instruct the user from domain to connect to your PC using that
account. He will be asked for username/password when trying to connect
\\yourcomputername . He has to connect to your computer over the network
prior to printing.

Yes
For example, if your client machine is on a workgroup it can use the resources on the DOMAIN as long as the user loging on to that machine has a user account on the domain. Its called Blind Authentication.
