printing headers/footers in every page

How do you get header/footer to print on every page of a report page in Access?

I change the header propery to "all pages," but doesn't appear on other
pages except first page.
 
The report wizard, by default, creates a Form Header, which only prints at
the top of the first page.

You can also create PAGE Header and Footer (View|Page Header Footer)
sections. Anything in the Page Header and Footer sections will print on
each page.
 
It sounds like you are using the Report Header.
Instead of the Page Header.

Report header of footer appear once each in a report
Page header and footer appear on every page
