I am trying to print some decals out on clear paper; however some of the
designs have white in them which does not show up. I have ordered decals
before that had some font and much of the design in white. Is there a way
that I can do this with my current printer?

This is a printer limitation.

To print in white, the printer actually simply prints nothing and allows
the background, whatever the paper colour, to show. If the paper is
white, white will show. However, unless the surrounding area is actually
printed in a non-white colour, you won't see anything useful by way of
text. With clear media, you will see clear where there is white
intended.

There are some printers that can print using white. Check Alps printers,
dye sublimation and wax-transfer types. To get good results you need a
good printer who is willing to take the time and care needed to do it
using some variety of colour separation process.
