printers on lan

one printer works normally on lan. 2nd printer from xp
laptop takes 40 seconds to activate regardless of amount
of content. at same time a msg is displayed saying can't
communicate to printer (even though it prints out.
 
I am new to networks. In order to utilize the printer on the network did you have to install the printer on both computers on your network? I didn't know if you had to install the software on all computers on the network or just one.
