Printer Settings Not Being Saved

In my HP printer setting, I try and change certain setting such as the print
speed from Normal to Draft or Fast Draft. Once the Apply buttom has been
pressed and I click OK and then go back into the setting, they have reverted
to the default setting. This can also happen in various other programs and
not printer related. In other words my setting don't seem to stick. Is
there a registry key that will allow setting to stick. I found one that is
located in Current User/Microsoft/Windows/CurrentVersion/Policies/Explorer.
In that location I put a DWORD called NoSaveSettings with a value of "0".
This in effect did not work! Any advice would be helpful.
 
If the settings don't stick when you use Start, Settings, etc. and then
reboot. You do have a problem. This might be due to the printer driver, or
even user profiles.
If an application starts automatically, it may be involved.

There isn't much you can do about the driver, unless the printer mfr has
info available on a web site concerning the problem. Uninstalling the
printer driver & printer, rebooting, and reinstalling may or may not make a
diffference, just as installing a newer revision might help. Drivers
supplied with windows are more prone to odd problems like this when compared
to later versions directly from the printer mfr.
User profiles may need to be dealt with.
If I thought this was a user profile problem. I'd likely start by logging in
as the "true" administrator, and see if changing the printer options from
this account using start, settings, etc. "sticks" for the administrator.
 
Some applications save printer settings per document, or in some cases, only
temporarily (until the application is closed).

Try closing all your applications and changing the settings through Start,
Printers and Faxes, right click on the printer, select Printing Preferences.

If that doesn't help, post the exact model of printer you have - someone may
know something related to that particular model.

Choose one of the Printing Shortcuts from Printer Preferences which suits
your needs and then click Apply.
 
After reading all the responses, none were successful. Setting changes were
not done inside any applications since those changes are only temporary. The
changes were all made inside the properties of the Printers and Faxes area
where they are supposed to be permanent. The Printer is an HP Officejet
6210. Yes, an attempt was also made initially to try another profile, namely
using the XP Administrator profile of the PC. The latest software was
downloaded from HP. HP even suggested going into their software and that
didn't help either. Thereby the old software was removed, the PC was rebooted
and then the new software was installed and again the PC was rebooted. All
these actions were initiated prior to this thread being started and still
none of the new settings stick. The last comment suggested changing one of
the Printing Shortcuts from Printer Preferences. This is also a no go since
NONE OF THE SETTING CHANGES STICK.
Could there be a registry security setting or a save setting that is
disabled somewhere or is there some other kind of corruption since all
profiles behave the same way? Any other suggestions?
