This error mesaage comes up from time to time when I want to print. This
problem is not limited to a paricular printer but cuts accross many printers
I have used. The frustrating part is that the printers are always fully
loaded with paper in their trays. They print sometimes, but other times, they
don't, instead, the above message pops up. Who knows how to deal with this
problem once and for all.

Don't know about "once and for all"
Generally, this points to some sort of communication problem with the
printers.
In the case of parallel printers, it may be that the parallel port mode in
BIOS needs to be set to SPP instead of ECP or EPP.
Win XP will generally detect this change and setup accordingly on reboot.
You may or may not need to uinstall/ reinstall the printer and driver after
this change.

If the printers are network printers, a communication issue still applies,
however the parallel port mode may not be the cause.

The original paper out scheme on parallel printers used a line or lines in
the cable to signal out of paper. Later printers may use a status word/byte
reply as well. USB printers use a status word or byte reply.
