Print to Adobe PDF

I've checked around Google and some of the other questions asked but none of
them answer my problem. Do I need the full version of Adobe to be able to
print into PDF or is Adobe Reader enough? Also, if Adobe Reader is enough how
do I go about adding "Print to Adobe PDF" as one of my printer options.
Please keep in mind that I can't download and install anything on this
computer because it is Government property and I do not have admin rights.

No, Adobe Reader is not enough, you'll either need the full Acrobat client,
or one of several free print to PDF utilities like CutePDF:
