My HP Inkjet 648C has had the color cart. removed for several months
now. Can the expected dry out be corrected? Thanks, Ted in Mich.

You can bang and soak, it may help. I got mine ( a printer that works
with an HP 26 cart), to work on all but 2 or 3 nozzles that way.

A new color cartridge will have a new printhead inside of it.

The black one that stayed in the printer may need a little unclogging work.

Professionals say that nothing will help a really dried out cartridge and
that once it is dead it is dead. But I have had some luck with Pelikan Ink
cleaner (ammonia or possibly window cleaner might do the job fairly well as
well).

I turn the cartridge upside down, put a few drops on the heads, cover to
stop the liquid from evaporating and leave overnight. Then you will have to
prime it to draw ink through the heads as the clear liquid you left on top
overnight will have penetrated slightly into the cartridge (and hopefully
'un-dried' the ink at the bottom) if the method has worked
