My primary account won't recieve, but I created a second, same account that
will receive. Any way to delete the inital "primary" account?

What program are you having a problem with? We get questions about several
very different programs.
What happens when you try? What is the complete error message?
 
In WLMDB I thought that what I did was the same as you. I created a
duplicate account and this allowed me to select the option to delete it. You
might try uninstalling and then deleting the Windows Live Mail Beta Desktop
Beta folder. Don't forget to save what you need before deleting.
