1) Switch to a table style view of your Calendar folder, such as By Category
2) Make sure it has a date column that makes sense for this operation, such
as Start. You might also want to use grouping to separate the recurring
items from the single occurrence items -- you'll want to pick through the
recurring ones a little more carefully before deleting them.
3) For the single occurrence items, select all items that match your
criteria (12/31/2003 or earlier) and press Delete.
4) For recurring items, you'll need to see when the end date for the
recurrence is. If it's not in 2004, you can delete the item from this table
view and all occurrences will be deleted. However, if an item's recurrence
pattern started prior to 2004 and you only want to delete the old
occurrences, you'll need to switch back to Day/Week/Month view, go to each
date, and manually delete each recurrence that way.
There might be some tools that will automate this process for you, I'm not
sure. Check

available calendar tools.
