Preview/Reading Pane - Off on install?

Does anyone know if it is possible to install Outlook with
the Preview/Reading pane set to off on the Inbox rather
than on. I know you could start Outlook with
the /nopreview command line switch but that disables the
preview functionality completely, we merely want to have
it turned off at initial installation and then left to the
users choice.

If it's going to be users choice; why disabled as the default? Security and
privacy can't be an issue as you are probably talking about Outlook 2003?

Yes, it is Outlook 2003. We have been 'instructed' by our User Consultative
Groups that they want if off (not disabled) to start with for a new user (if
possible....).

This is not possible. If the accounts get configured by your support
personell by hand you can turn it off for all folders by;
View-> Arrange By-> Current View-> Define Views and modify the Messages view
