Preview pane option missing from view toolbar

Outlook 2002 w/ SP3, Exchange 2003

I have a user here who wants to open the preview pane. If they go to the
View toolbar, the Preview Pane option is missing. How do I get it back?
 
Hi Joe,

Right click anywhere in a blank area under the menu bar at the top and
select the advanced toolbar. Alternatly you can access this through the View
Menu - Toolbars - Advanced.

The sixth button from the right is the preview pane button.

The other thing to try is to go into View menu - Toolbars - Customize, click
