Preventing System Settings Change Dialog

Is there any way to prevent the System Settings Change Dialog from Appearing
in XPE?
The problem I have is that with EWF on the C drive of the image when a user
adds a new USB memory stick to the PC windows installs the drivers and pops
up the System Settings Change dialog. But they have no way of selecting one
of the options on the dialog. So I really dont want the dialog to appear, I
also cannot do the default action as that would set the machine in a loop of
rebooting as the drivers cant be commited.
Is there a way to prevent the dialog appearing?

We had the same issue, it would pop up on 1st boot, as the HDD serial
number differs from the original. In the end, we renamed newdev.dll
to newdev.old. It shuts off the PNP user interface. If you need to
install a new device, you will need to rename it back again for the
device install.
