preventing specific files being sent to certain contacts

Is there any way of configuring Outlook so that you can put a block on files
being sent to certain contacts. We are trying to prevent files being sent to
incorrect clients. If we could have some sort of warning that comes up to let
us know that we trying to send a file to a contact who is not allowed it,
then that would be great! Please help if you can.

Ask the senders of the messages to engage their brains.
 
Outlook has no such built-in setting. You'd have to create a custom add-in and install it on all machines.
