Preventing some users on XP from accessing Internet Explorer

Hi,
I know that XP Home Edition has a feature that lets users have limited
capabilities. That's what we set up for my brother's account, but it still
lets him download and install games from the Internet, which it shouldn't be
happening. I was wondering if there was any way to not allow him access to
the internet. We have broadband/cable, so the internet is perpetually on;
there's no need to have a password to access it. Is it possible to somehow
turn IE off for his particular user account?

If you don't want his account to use the program at all
use the Security tab under the file properties and deny it
Read and Execute permission.

BTW this is slightly off-topic for this newsgroup.
You may get more suggestions from a newsgroup which
specializes in security and administration for your OS.
