Preventing pop up for file download

I noticed that some files downloads in IE warent a pop up blocker to
download the file, and some do not?

What are the conditions on these?

I am trying to have an applet download a file by a direct link to a
servlet... but it is being blocked by IE with the pop up... If I click ok
download it, the page gets refreshed and screws up the applet.

Any help?
