preventing outlook from dialing in automatically

I am having a problem with Microsoft Outlook Ver. 2000
I have taken out the suggested settings on the Microsoft
Website to prevent the program from connecting
automatically but to no avail.

Any suggestions would be greatly accepted.

Is your machine set to connect to the Internet automatically when needed (in
IE)?
