Preventing changing Workgroup

I'm trying to test the security of Access 97. I set up all the groups, permissions etc but I have discovered that all these measures are frightfully easy to bypass. all you need is an unsecure workgroup admin file. Even if there isnt one, you can just create one and join that. Once you have joined, wham - full access to my secure database. Is there any way of preventing this short of windows security?
 
You have not followed *ALL* the steps in the security FAQ. If you had, then
the used ADMIN would have no access to your database. A user who joined
with a different workgroup would not be able to access anything.

If setup properly, when you try to open the database using a different
workgroup, you should get an error stating that your workgroup is required
to start the application.

Reread the security FAQ.

Even if someone tries to create a new workgroup file..and add users and
permission to that workgroup file...they will NOT work if you setup security
correctly. (of course..if they have the PID's and passwords..yes...but
simply creating a new workgroup file with users and adding permissions to
those uses will NOT work unless they use the oriental settings of the
workgroup file).

It would be downright silly if anyone could just create a new group file and
get in. If you can do this..you HAVE NOT SETUP security correctly.

And..by the way..don't loose your original workgroup file security
settings..as if you do.you can lock your self out of that database.
