Preventing access to address bar in Internet Explorer

I would like to start up a computer and have it bring up IE automatically at
a specified URL. Once at that URL I want to prevent the user from using this
PC to surf the internet. Does anyone know how to do this? How does one
prevent access to the address bar? I know you can set IE to full screen but
I want to prevent the user from changing it back to normal.

Any help would be appreciated.

Thanks for the great information. It is just what I was looking for. By the
way, do you know how to disable hardware as well, e.g. floppy drive, cd-rom
etc...
