What should be done in Vista to prevent end users from installing software
delivered via windows web installers for instance, Google software.

It depends on your situation. You haven't told us anything except that you
have some users running some version of Vista.

If you have a domain, use Group Policy applied from the server.
If you have a Workgroup and Vista Business/Enterprise/Ultimate use GP on the
workstations.
If you have a Workgroup and Home Editions, consider MS SteadyState.
