This really isn't possible, because the unruly users could
still do an Open With and modify the page in Notepad. Or
they could use Visual Studio, FrontPage 2002, or any
number of other tools.

One of the strengths of Dynamic Web Templates is that you
can have multiple templates in the same Web site. They're
much more flexible than Shared Brooders or Themes in that
respect. But this implies that designers can attach and
detach templates to get the best one for a particular page.

If you require greater uniformity, a portal site might
better suit your needs. Check out Windows SharePoint
Services or SharePoint Portal Server.

Make the folder where you store the templates read only and give the users a
"template" page that is nothing more than a page based on the actual
template. Tell them to use that page and do a "save as" for the new pages
they create. While not fool proof since as Jim points out a user can open it
in notepad or other text editor and remove the template specific mark-up
before editing in FP it requires at greater effort and at least some
understanding of HTML to do so.
