Prevent User from changing proxy in LAN setting

How can I prevent non-administrator Users from
deactivating the Proxy Server in the LAN Settings of
Internet Options?

I thought this was standard, but it seems that Restricted
Users still have full access to change this?

Configure your firewall to prohibit users from accessing
internet directly (bypassing proxy).
 
This can be done via Group Policy at the domain level or via gpedit.msc on
non domain computers. There are various settings, including disabling access
to certain settings under user configuration/administrative templates/
Windows components/Internet Explorer. --- Steve
