Prevent shutdown of a Win2k server

Hi,

For a while now, i'm looking for a solution of a problem;

I have a few webservers running windows 2000 server
edition, with terminal services enabled in administration
mode. Several times is had happened that someone turned
one of these servers of by mistake. To prevent this, we
looked for an option to disable shutdown on the server,
but we can't find it.

In windows NT server 4.0 there was such an option.

The server is running in a workgroup, there is no pdc, so
there is also no group policy, only the local security
policy

Who can help me?
 
There is a policy that you can use for this. I've included the information
about it below

Shut down the system
Computer Configuration\Windows Settings\Security Settings\Local
Policies\User Rights Assignment

Description
Determines which users logged on locally to the computer can shut down the
operating system using the Shut Down command.

This user right is defined in the Default Domain Controller Group Policy
object (GPO) and in the local security policy of workstations and servers.

The default groups that have this right on each platform are:

a.. Workstations and Servers
a.. Administrators
b.. Backup Operators
c.. Power Users
d.. Users
b.. Domain Controllers
a.. Account Operators
b.. Administrators
c.. Backup Operators
d.. Server Operators
e.. Print Operators

if this is a domain controller go to the domain controler
container or if its a server go to the server container
and right click on that container and select group
policies, then select security settings, local policies,
user rights assigments, then select shut down this
server, open it and select the group or names on who you
dont want access to this and test it
