prevent password change

Hello. I have a network of winxp pro pcs, and would like to set it up to
prevent users from changing their passwords through the 'users' in the
control panel, both limited users and some with administrator privileges.
Thanks.
 
use Computer Management (either in Admin Tools, or right-click My
Computer). click Local Users and Groups. double-click Users.
double-click the User account name. check the box User Cannot Change
Password.
