Prevent folders from being moved

Is there a way to prevent folders from being moved. This is a public folder
and all users have all rights accept full access.

How can I stop them from moving folders or at least have a popup ask them if
they want to move the folder.

We are having problems with people accidentally dragging and dropping
folders to different locations.

The only way is to remove there delete permission on the objects you don't want moved.
