prevent deletion of a file

I have a file that is basically a template. I copy it each week and then
change certain items in it .
How can i prevent deleting the file.
i.e some system files cannot be accessed. Can i do this with my file ? I
have backups on disc just in case ( I learnt that lesson the hard way !!!!).
Can i password protect it. I need to share it with other users on my PC and
allow them to change it but do not want them to accidently delete it.

What program is the template used in?
Not much you can do about deletion, if you can see it, highlight it and its
not in use by Windows or some other app, it can be deleted.
Safest thing to do would be to make a copy of it each time you change it and
keep it somewhere safe.

Make it a read-only file. While still deletable, it takes a
couple of more steps to do it.
 
Change the security settings for the file, set "deny delete" to users
specified.

thanks for the info but how can i set the security settings?
it is an excel file by the way
