Prevent changes to taskbar and start menu

Hello everyone!

We are a local school district with 680 seats serving
grammer, middle, and high school students. We are using a
single server deploying Windows 2000.

Our problem is preventing intentional/unintentional
deletion of menu items from the start menu as well as the
addition/deletion of shortcuts on the desktop. Currently,
we have the students logon as "guest". But we are unable
to disable this type of access for guest accounts.

Deep Freeze or some equivalent would solve the problem,
but we do not have funds to aquire licenses for a
commercial product like this.

How do we prevent our students from
changing/modifying/deleting our start menu and desktop
icons?

The easy answer is that if all students login with the same account, make
sure that account only has read&execute permissions on the Start Menu and
Desktop folders on the filesystem.
