Prevent certain clients from using ICS?

Hi all!

I'm looking for a way to prevent certain clients from using the
Internet Connection Sharing feature running on my computer.

We have one ICS host computer and five client computers using this
shared connection. I must now find a way to prevent two of the clients
from accessing the internet.

It DOES NOT help to simply remove the 'Default Gateway' in the client
computer's TCP/IP settings! The computers are used partly by advanced
users who would simply change the settings back again. I've no chance
to take influence on this circumstance.

Is there a way to limit the ICS usage on the host computer's side?

I'm sorry, but ICS doesn't have any way to control access by clients.

Only allow the advanced users to log into limited user accounts, not
to administrator accounts. Then, they can't change any network
settings.
