press spacebar to activate activex control

Lately, on certain sites such as my local radar, I get a little message to
hit spacebar to activate and use this control
can anyone tell me what this is and can I set it so it activates by default?

there is a update that makes it so active x controls are disabled till you
click on them. it is a update that you installed from the windows update site
unless you have the latest pr of ie. here is what the update is called and if
you have ie 6 instructions to remove it. also ill post a link to the
knowledge base to verify what im telling you. after you uninstall the patch
you can go back to the windows update page and select to hide that update so
you dont reinstall it in the future.

to uninstall

to uninstall the patch all you do is go into your control panel and select
add and remove programs and make sure that the show updates is checked and
look under windows updates for what is called hotfix 912945 and select it and
hit uninstall. in the uninstall it will say that it might cause some programs
to not function properly but i have no problem as of yet.
