Press Dbl Times to get the apostrophe..

Why must i need to press another button after pressing
the apostrophe so that it will appear?
So... to get "
i must press "" then backspace again...

same thing goes for '
 
You must be using the US English-international keyboard setting. Go to control
panel>regional and language options>languages>details>settings. Change the
keyboard setting to English only. Ok your way out and reboot. It should be back
to normal now.

You may have your keyboard driver set to something other than the standard
keyboard, or you may have some sort of foreign language support like French or
German turned on - you then can use the apostrophes to make accent marks, etc.
Try pushing the ' or " once, and then a vowel - do you get the vowel with an
accent, or umlaut?
You may have some sort of "sticky key" accessibility option turned on?
