Presenter View when security is enabled

(Win XP Pro, PPT 2003) When we enable security (no modification) in a file,
and the ppt file is already set up to show presenter view, we cannot see the
list of slides on the left in presnter view.

Why does the security have to be turned off to use presenter view? Our
instructors are not allowed to modify the ppr, but some want to use the
presenter view.
