I created a 140 slide presentation for our salespeople and I want them
to have the ability to move slides around but edit any of the text or
images. We currently are using Microsoft's Information Rights
Managment (IRM) but that only allows for read or write access and you
can you specificy certain criteria. Has anyone else come across this
issue before and have a possible solution? Any help is appreciated.

?  Did you mean that you do NOT want them to be able to edit
text/images?

If there's no animation, you could convert the slides to image files;
export each as a PNG, import the PNG back in on a blank slide then
delete the original.

Not too hard to do manually, or our Protect add-in automates it.http://www.pptools.com/protect/
