premature "download complete"

I'm trying to do a "save target as" of a large file via dial up. The
download dialog says the file is ~38MB.

It always quits (dies?) early. The best I've gotten is 19MB. More often
it's at most 2-3MB.

The problem is, it doesn't let me restart/continue the download.

What should I do? Please help!

There are an number of down-load manager programs that are reported to allow you to continue
down-loading a file where you left off. Which ones actually work, I don't know. But do you have a
friend, or a local library* with broadband service that could download the file and put it on a USB
stick or CD for you. *Some library computers restrict downloading, so check with the people there
first.
 
IE 6 will allow resumption of downloads only if it's supported by the
site/server from which you are downloading. A third party download manager
like http://www.reget.com/ should help.

In IE, go to Tools...Internet Options...General tab. Click Delete Files and
check the box re offline content, click Okay. This may take awhile. Click
the Settings button and make sure your TIF size is larger than your
download.

If no joy, manually delete your TIF folder per the instructions here:
