Pre-infection restore point contamination?

Are system restore-points that were created BEFORE an infection also
contaminated? Are these restore-points made comprehensively like as if it
was done with Norton Ghost, and the entire partition compressed into a
storage file and restored? Or does it just do a limited number of
subdirectories?
 
Restore Points made before contamination should not be contaminated.
However if the contamination originated from a personal file, it may still
be there after a restore.
Do not use System Restore as a replacement for a properly used anti virus
program.

Do not compare System Restore to programs such as Norton Ghost.
They are different with different purposes.
System Restore is intended to protect System files as the name suggests.
System Restore is not intended to and will not protect personal data.
