After creating a new toolbar icon, while in customize toolbars, I should be able to right click the icon and select assign a hyperlink so that I can create a link to a contact to create a button that will create a new message addressed to that contact straight away, but there is no option to assign a hyperlink. What am I doing wrong?

What button did you choose? Is the option grayed out or not available at
all? Note that some buttons can't be assigned a hyperlink (like the Move To
Folder button)
Could you also post your version of Outlook?

Well you left out something here then; adding buttons to the menu. Once
you've added the buttons you can assign hyperlinks to it. Since a menu isn't
a button you can't assign hyperlinks to it.

Have you already taken a look here?
