Pre-addressed e-mail

Long ago somone showed me how to add a new menu to a tool bar and to add emails to it that are addressed, but no message. All I had to do was select the adressee from the drop down list and go. Well, I can add the tool bar button, but cannot remember how to add the emails to it. Can anyone help

OK, I am impressed with your website, however, I am still having a problem doing this: when I right click my new icon I do not get a Assign Hyperlink-> Open... option. What am I doing wrong? I am using Outlook 2003!
