PRB--Target Designer?

I recently purchased an HP t5710 and need to enable SUS. I am supposed to
used "Target Designer" to change the visibility settings--where can I
download "Target Designer"? The 5710 came w/ XPe installed.

Target Designer is a tool used to create the operating system. That is used
by OEMs (such as HP in this case) to create the image they'll ship with
their box. If you need to configure pieces that were included in the OS on
the box, you'd need to use the OS itself and not the tool which created the
OS (target designer).
